A Small Shift Regarding Freedom of Expression

It is a small shift in the right direction and it is a reminder to non-citizens:

The United States Constitution is written primarily with the American citizen in mind.  And while it provides an expansive canopy for the non-citizens who live here, these individuals must never forget that they are our guests.  And as our guests,  behavior should be exemplary. The ability of the non-citizen  to remain here is at the pleasure of our Department of State.  The welcome can be swiftly and legally rescinded when the non-citizen presumes upon the same right to an expansive freedom of expression as that  afforded the citizen. With citizenship come certain unalienable rights.  With guest status - the welcome mat can be yanked. If you are here as a non-citizen, learn from us.  But do not allow yourself to forget that you are not "us".

If you are a non-citizen, please observe how our government allows the citizen to protest.  But do not join the protest.  The only real change achieved on any level is with the civic duty of voting.  You also are denied that right. Be reticent regarding your behavior and actions.

If you are the non-citizen do not spit on our government by raising your voice against our policies toward your nation of birth.   We will make it possible for you to return to your nation and work to make it better.

We are a good people.  But we want you to be good too.  Be good with your studies, your employment, the way in which you treat your neighbor.   But do not raise your voice in derision and mock when one of our citizens is assassinated.  This makes you unwelcome in our presence.

Remember that we are a good people.  But do not mistake our goodness for a lack of common sense.
