Franklin Township Police


Police Sergeant Kevin Bollaro ran an errand,  had a leisurely dinner at a pizzeria, socialized at a local inn and then settled in for a five hour siesta at a cemetery.  The following morning, the father of Lauren Semanchik  found the remains of his deceased daughter.  Could her life have been saved?  I doubt it.  But the gross dereliction of duty of a career police officer deserves intense scrutiny.

Archives for his activities will show a pattern of abuse of the taxpayer funds which supported his hobby as a police officer.  Full disclosure of patterns of behavior will provide the time stamp for his fate.  What happened on the day Lauren Semanchik died is not an anomaly.  The officer will have established this pattern many years ago.  And he violated his oath.

Chain of command must also be examined.  In CoC there is immediate and ultimate responsibility. The officer is immediately responsible for his actions, but his superiors bear the ultimate responsibility for his actions.  This is the onus of rank. You accept the rank, and agree to take the heat.  The investigation does not end with Sgt Bollaro, it begins with Sgt. Bollaro.  BOHICA.

It is possible Sergeant Kevin Bollaro was the one corrupt officer within his ranks.  If so, it should have been easy enough to identify and remove him from his duties.  Chain of command exists for a reason. Examine the chain.  There was a failure within the chain.
