Iran's Targeting Map Tonight

Are we seeking to minimize civilian casualties? Should the strike on Iran's tallest bridge have been made in the middle of the night to minimize civilian loss of life? I do not have the answer, nor access to anything but what is within the OSINT. Is the count of the deceased accurate? I have no way to verify the information. I am merely posing a question.
